Biography

Andrea Tinianow, a Delaware attorney, is a legal consultant and advisor, and was most recently Chief Legal Officer and Policy Head, Americas for Global Blockchain Business Council. In 2014, Andrea launched the Division of Corporate and International Development for the State of Delaware. The following year, she founded the Delaware Blockchain Initiative (DBI), the first of its kind endeavor designed to deploy blockchain technology in government and enact blockchain-friendly legislation. The DBI gave rise to the “Blockchain Amendments” to Delaware’s business entity statutes which authorize corporations (and other business entities) to maintain their records, including stock ledgers, on a distributed ledger. Since leaving the State in 2018, Andrea has served as a legal advisor to a range of organizations focusing on blockchain-enabled products and services. Andrea is a frequent speaker and contributor to Forbes.com on topics related to crypto, digital assets and blockchain technology. MarketsMedia awarded Andrea its “Women in Finance Award” for Excellence in Blockchain. Andrea received her undergraduate degree from Brown University and she attended Delaware Law School, graduating magna cum laude. She clerked for the Honorable William Chandler III, of the Court of Chancery, and litigated for Pepper Hamilton. Following her stint as a litigator, Andrea was Assistant General Counsel and Vice President Business Development for Corporation Service Company.
