Biography

Michael Plowgian is the former Deputy Assistant Secretary (International Tax Affairs) in the Department of the Treasury, where he leads the Office of Tax Policy’s work on international tax affairs, including regulations, treaties, and the OECD/G20 Inclusive Framework on BEPS negotiations on Pillar One and Pillar Two. Michael also is the Co-Chair of the Task Force on the Digital Economy. Michael rejoined the Treasury Department from KPMG, where he was a Principal in the International Tax group of KPMG’s Washington National Tax practice.
