Biography

Dr. Monica Brooker is the Assistant Commissioner, Behavioral Health Division at the New York City Police Department. She provides leadership and oversight of multiple high-impact programs and initiatives focused on mental health and law enforcement engagement (i.e., trauma-informed engagement, mental health considerations in interviewing, etc.).  Dr. Brooker began her career at NYPD as a researcher focused on law enforcement training and workplace practices before serving as the Executive Director and Assistant Commissioner of Equity and Inclusion. 

Dr. Brooker is also a licensed clinical psychologist focused on psychological testing and assessment, trauma-informed care, treatment of psychotic disorders in minority populations, and clinical competent care. She has published and presented research on mental health empowerment and early interventions for severe mental illness. Dr. Brooker serves a principal investigator for a federally funded NYPD Bureau of Justice Assistance Grant. She holds a MA in the Psychology of Education from Teachers College, Columbia University and a PhD in Clinical Psychology from Columbia University.

She has presented on numerous topics including serious mental illness, mental health training for law enforcement officers, and cultural competence in mental health interventions.
