Biography

Quyen Huynh is a principal in the International Tax Group within KPMG’s Washington National Tax office. Based in Orange County, CA, Quyen advises clients on a variety of international tax matters, including navigating U.S. tax reform and continued global reforms stemming from the OECD’s BEPS initiative. She will also focus on helping clients with inbound tax planning with respect to their operations and transactions, the interpretation and application of tax treaties, and matters with the U.S. competent authority’s office. 

Prior to joining KPMG, Quyen served as the Deputy International Tax Counsel for Treaty Affairs in the Treasury Department’s Office of Tax Policy. In that role, she was the lead attorney responsible for negotiating U.S. income tax treaties, tax information exchange agreements, and other international tax agreements. She was also involved in the development and review of published guidance and provided policy and technical advice on proposals for U.S. tax reform. Quyen was also a U.S. delegate to the OECD working on the BEPS project to reform the international tax landscape to address the challenges arising from the digitalization of the global economy. Prior to working with the Office of Tax Policy, Quyen was a principal at PwC and senior counsel at the Office of the Associate Chief Counsel (International).
