Technological Protection Measures are used by intellectual property owners to protect access to and prevent the copying of their works.  In many industries, they serve important interests of both the IP owner and the consumer by ensuring that software and products containing software operate as intended.  Yet, laws that prohibit the circumvention of TPMs also inhibit those that seek to repair such products, as well as those who seek to go beyond repair to modification, sparking policy debates at the federal and state level.
