Biography
David joined the Structured Finance Association from the United States Department of the Treasury where he served on the senior staff of the Department as Executive Secretary and Counselor to the Under Secretary for International Affairs. As Executive Secretary David led the team responsible for coordinating the preparation and analysis of policy initiatives, regulations, briefing materials, testimony, correspondence and other materials developed in connection with policy formulation and implementation.
David later served as Supervisory Counsel in the Office of the Special Inspector General for Pandemic Recovery, where he supervised and coordinated audits and investigations of the management of programs administered, and the loans and other investments made, by the Treasury Department in response to the global pandemic.
David also served as Senior Counsel on the staff of the United States Senate Committee on Banking, Housing, and Urban Affairs, on detail from the Treasury Department, where he focused on a variety of oversight and investigative matters, primarily relating to securities and capital markets, financial institution regulation, and national security.
Prior to his service at the Treasury Department, David was a corporate finance attorney at several leading law firms and large financial institutions, in London, New York, Hong Kong and Luxembourg. David’s practice focused primarily on representing private equity, corporate and investment bank clients on a variety of corporate and financial matters, with an emphasis on bank loan financings, debt and equity capital markets transactions, and advising on related legal, accounting and other regulatory issues.
David is a graduate of Notre Dame Law School and Dartmouth College.
