Biography
Devin is a strategic counselor, litigator, and crisis and risk manager with deep experience navigating high-stakes matters spanning national security, complex litigation, and government investigations. In addition to representing and advising clients as a partner at Kirkland & Ellis LLP, he has held several senior positions and leadership roles in the Department of Justice and White House—including as Chief of the Foreign Investment Review Section in the National Security Division, Deputy Assistant Attorney General in the Office of Legal Counsel, and Associate Counsel and Special Assistant to the President in the White House Counsel’s Office. Clients and colleagues praise Devin as a “go-to lawyer on important matters,” “extremely talented,” “a work horse,” and “pragmatic."
Devin is Chief of the Foreign Investment Review Section of the National Security Division. He leads DOJ’s work in protecting national security in foreign investments and transactions (including CFIUS), telecommunications (including before the FCC), the information and communications technology and services global supply chain, and related aspects of cybersecurity, data privacy, and economic national security. He oversees an office of nearly 50 attorneys, science and technology experts, analysts, and other professionals.
Devin previously served as Deputy Assistant Attorney General in the Office of Legal Counsel and, before that, as Associate Counsel and Special Assistant to the President in the White House Counsel’s Office. He counseled White House advisers, National Security Council staff, agency general counsel, and DOJ component heads on legal issues regarding China, economic national security (including sanctions, cross-border transactions, and import and export controls), emergency powers, congressional oversight, and constitutional and administrative law. He also investigated classified and high-profile matters.
Before government, Devin was a partner at Kirkland & Ellis. He represented corporate plaintiffs and defendants in complex, high-value litigation at every phase from pretrial through appeal and at every level of federal and state courts, with a focus on legal strategy.
Outside law, Devin has been an internationally certified men’s gymnastics judge since 2013. He's judged over 75 NCAA and Junior Olympic competitions, including five NCAA Championships and two Junior Olympic National Championships. Devin has served as Technical Director of the Metro Gymnastics Judges Association with responsibility for judging quality and education.
