Biography
Maria T. Vullo is the CEO of Vullo Advisory Services, PLLC, a regulatory consulting firm. Ms. Vullo provides consulting services in banking and insurance regulation, corporate compliance (including BSA/AML, OFAC sanctions, and cybersecurity), and board governance, as well as expert witness services. Ms. Vullo’s career has spanned the private and public sectors. She served as the Superintendent of the New York State Department of Financial Services (NYDFS) from 2016-2019, where she led an agency of 1,400 employees responsible for the regulation of New York’s financial services industry, including all New York State chartered banks, branches of foreign banks, insurance companies licensed to do business in New York, cryptocurrency firms and other non-depository companies. Among her many initiatives, Maria issued the landmark Part 500 cybersecurity and Part 504 transaction monitoring regulations that have become national models. She also issued important health and life insurance regulations and oversaw significant enforcement and consumer protection actions. As NYDFS Superintendent, Ms. Vullo was a national leader at the National Association of Insurance Commissioners, the Conference of State Bank Supervisors, and the Federal Advisory Committee on Insurance.
Prior to her service as NYDFS Superintendent, Ms. Vullo was a senior litigation partner with Paul, Weiss, Rifkind, Wharton & Garrison LLP, where she led civil and regulatory litigations and investigations, representing clients in a diverse range of industries including financial services. In addition, Ms. Vullo led significant precedent-setting pro bono matters in support of women’s and humans rights. She has also served as chief legal officer of a private bank and as Executive Deputy Attorney General for Economic Justice in the Office of the New York Attorney General, supervising the Bureaus of Investor Protection, Consumer Protection, Antitrust, Real Estate Finance, and Internet.
In addition to her consulting practice, Ms. Vullo is an Adjunct Professor of Law at Fordham University School of Law where she teaches banking and insurance regulation, Regulator-in-Residence at the Fintech Innovation Lab NYC, and a member of boards of directors. Ms. Vullo is a frequent public speaker and CLE moderator/panelist, and the recipient of numerous professional awards. She holds a JD from NYU School of Law, an MPA from NYU Wagner’s Graduate School of Public Service, and a BA and an Honorary PhD from the University of Mount Saint Vincent.
