Biography
Robert Scarborough currently serves as Special Counsel in the office of the Associate Chief Counsel (International). Before joining ACCI early in 2023, he was a partner in the New York office of a leading international law firm, where his practice focused on cross-border corporate and financial transactions. Complementing his practice, he taught the international tax course at Columbia Law School as a member of the adjunct faculty each year from 2013 through 2020. Earlier in his career he served in the US Treasury’s Office of Tax Policy as Associate Tax Legislative Counsel, taught tax policy at NYU Law School and taught several different tax courses at the American University Law School. He has also served as Chair of the New York State Bar Association Tax Section, and he is a member of the American College of Tax Counsel and of the Tax Forum of New York City. He is a graduate of the University of Virginia School of Law and of Harvard College.
